If Shang Xia stopped there the fusion talisman would be completed with 2 Variant Talismans. Also, the quality would be much better than the talisman forcefully completed earlier.
However, Shang Xia was clearly not satisfied as he left enough space to fit a third Variant Talisman. Even though it was difficult to find more space on the talisman paper after fitting 2 Variant Talismans, there was enough space to draw dozens of runes.
